Tetra Tech has prepared more than 500 site-specific,
programmatic, and legislative Environmental Assessments and Environmental
Impact Statements (EAs/EISs) and other supporting studies for a
wide variety of Department of Defense (DoD) actions, including Army
Transformation, base closure, base operations, weapons acquisition
and fielding, construction (e.g., ranges, housing), special land
use permits for expanded training, land withdrawls, and real estate
leasing and transfer. These documents range from fast-track EAs
for ongoing mission activities to EISs for large-scale training
missions and weapon system deployments.
We're currently leading preparation of NEPA compliance
documents for the Army Transformation Program, including a strategic
environmental assessment, nationwide Programmatic EIS, and site-specific
EISs. Support to Army Transformation is the Corps's highest priority
military program. In addition, we're leading preparation
of NEPA and Environmental Baseline Surveys (EBSs) for the Residential
Community Initiative (RCI) throughout the nation. We also
led preparation of more than 40 EAs/EISs for the Army Base Realignment and Closure (BRAC) Program.
Tetra Tech personnel have been instrumental in assisting DoD in
preparing guidance to facilitate and standardize NEPA analysis and
documentation for Army programs. For example, we prepared
the Army's BRAC Manual for Compliance with NEPA, Army National Guard
NEPA Manual, Army NEPA Compliance Manual for Installation Operations
and Training, NEPA Manual for Off-Post Training and Deployments,
and NEPA Manual for Residential Community Initiatives.

For more than 20 years Tetra Tech
has provided turnkey services in civil and water
resources planning and engineering to the Corps's Civil
Works Program. To date, our team of scientists
and engineers have served the Civil Works mission in
18 Corps Districts. We've successfully completed
more than 2,500 environmental projects under the Civil
Works Program. Civil Works projects include ecological
restoration reports under Sections 206 and 1135, lake
and shoreline management, dredging studies, water allocation
studies, section 404 permitting actions, risk-based and economic
flood damage analysis, socioeconomic studies, recreational
capacity studies, lock and dam studies, fish passage
and habitat studies, and supporting cultural resource
studies.

Tetra Tech is one of the leading
firms in the nation for providing natural resource management
services to federal, state, and local clients, including
management plan preparation, ecosystem management, remote
sensing analysis and mapping, wetland assessments, flora/fauna
surveys, HEP/HSI studies, vegetative community mapping,
timber stand inventories and management planning, and
threatened and endangered species surveys and consultation.
We've conducted more than 100 such studies for military
installations nationwide in the past 5 years. For example,
we conducted more than 40 flora/fauna surveys, management
plans, and T&E surveys for the Army Materiel Command
(AMC) in support of 17 installations nationwide. We've prepared numerous management
planning products for Corps clients, including Integrated
Natural Resource Management Plans (INRMPs), Endangered
Species Management Plans (ESMPs), and Biological Assessments.
Our professional staff also have used GIS modeling and decision
tools for managing regional development, evaluating regional

Tetra Tech has completed more than 100 cultural resource projects covering 35 states. We provide an array of cultural resources services, including National Historic Preservation Act section 106 and 110
compliance; cell tower assessments; Phase I, II, and III archaeological studies; NEPA-driven EIS and EA documentation; and archaeological and historic architecture assessments for planning purposes. Our staff meets or exceeds the Secretary of the Interior's standards for cultural resources professionals, and we are familiar with SHPO and federal requirements and personnel.
